Philly Treasurer Quits Amid Federal Probe

PHILADELPHIA (AP) -- The city treasurer resigned amid allegations that he accepted Super Bowl tickets from a lawyer whose dealings with the city are being investigated by the FBI.

Corey Kemp gave two weeks' notice last week, then quit abruptly Monday after telling his supervisors that he was being hounded by the media, said Barbara Grant, a spokeswoman for Mayor John Street.

Kemp's office was one of several searched by FBI agents following the Oct. 7 discovery that the bureau had bugged the mayor's City Hall office suite as part of a probe into possible city government corruption.

Grant said the city is investigating allegations that Kemp accepted Super Bowl tickets from Ronald A. White, an attorney who has served as the city's legal counsel on a number of multimillion-dollar bond sales. The FBI seized several boxes of files from White's office Oct. 16.

City officials are prohibited from accepting gifts, loans or favors from anyone connected to a city agency.

As treasurer, Kemp had a role in determining which lawyers were given bond work by the city. Kemp has an unlisted telephone number in Philadelphia and could not be reached for comment. White has not responded to repeated requests for comment since his office was raided.

Grant said Kemp was held in high regard by the administration, and had not been pressured to resign. ``This was a surprise,'' she said.

Street handily won a second term Nov. 4. His campaign was boosted after the listening devices were discovered during a routine security sweep by police. Street's role in the probe has never been made clear and he has denied wrongdoing.

Thats the very reason I am so pissed at Terry and the Clinton gang. They have HIJACKED an old party and done perhaps irreparable damage to the two party system. jdn
