Congress approved a resolution authorizing Bush to use force but it was Bush's decision on when and how to use that force. Their were huge mistakes in the execution and planning. There was inadequate diplomacy in forming a truly multilateral force. The force was too small. There was inadequate intelligence. The disbanding of the army was a big mistake.
