I had coffee with a guy who works at a state university that is having $$ problems. Repair section. Last June was the end of the fiscal year and they still had $50+k on the books. They bought $50+k of very special valves and such to repair the system, none that worked on their system but cost the most. Another guy who works at the same university remembered seeing them in the trash to be recycled. Yep, bought and tossed them to justify the budget.
