Anyone who would make that certification is nuts. Absent a huge and costly effort the task is impossible. We can be certain that the legislation does not provide the funding to do the work necessary to support the certification.

Perhaps the President can provide the Secretary with a "Get Out of Jail Free Card" to go along with the job. :-)

I think that is actually the existing law, passed sometime in the Clinton administration. It was a way for Congress to have their cake and eat it too - pacify their constituents while not angering the pharma industry because the understanding was that no such certification would be made.
