Ths may or may not apply to your situation but it's the closest I could come up with at this time.

From gateway: The sound channel is being initialized by two different devices during Windows startup, which causes the startup sound to stutter or stop playing. The sound devices work after Windows has finished loading, and the issue is only experienced with the Windows startup sound file.
Workaround: Change to either no startup sound or a smaller file with a shorter playback time, such as tada.wav, for the startup sound
