That's the reasonable conclusion.

When you hear about prisoners dying while under interrogation at the hands of the security forces of the Soviet Union, or China, or Iran (under the Shah or the clerics), or Guatemala or Haiti, what do you assume? What is the most reasonable conclusion?

Why would you assume anything different when you hear about the U.S. doing it? Are we angels, who are different than everyone else?
