Mephisto,

I think it ought to be obvious that Charles Dean was on a spy mission when he was captured and killed. Otherwise, there is absolutely no reason that the military would be giving him the ceremonial funerary treatment.

Howard Dean is giving us a wink-and-nod about his willingness to go along with the official story that Charlie was merely a tourist.
