The VC aimed at Kerry and put his weapon down and ran and hide behind a building. Loppy jumped off his patrol boat, found the VC cowering behind the building and killed him. This was an execution and Loppy got the Silver Star for it. he (Loppy) should have been courts-martialed instead.
