TOKYO, Dec 1 (Reuters) - Japanese stocks opened lower on Monday, with investors
looking to sell after weekend news of the government's unexpectedly tough action
against a troubled regional bank.

Confounding market participants who had anticipated a rescue in
which shareholders would be protected, the government said on
Saturday it would temporarily nationalise Ashikaga Bank, the core unit
of Ashikaga Financial Group (Tokyo:8352.T - News), after inspections showed it was
insolvent.
