Different circumstances. Clinton actually changed the meaning of universal terms, employing existential ignorance to skirt the facts of his case. Bush simply made a statement that at the very worst turned out to be wrong. It happens with humans, dontcha know? But you cannot possibly prove Bush aimed to deceive, unlike with Clinton.
