Is it not the USA that is demanding equal rights for ALL in Iraq? Seems to me we have gone to great lengths to ASSURE that each faction will have a voice in their Government. Seems to me that the best option for the Iraqi's would be to form STATES and elect Govenors in each state likely representing THAT faction. Then a loose Federal Government to oversee things of a National nature. Actually, this country was something like that originally, even in my youth we had far greater STATES RIGHTS then we have today. I agree Federalism will likely not work in Iraq at least for now. jdn
