I don't see it as an issue. What is wrong with him wanting to be seen as doing something nice? I figure he was probably thinking of representing himself well and that he hoped for some recognition in so doing. I also figure he wanted to lift the spirits of the troops.

Bush's photo ops mean nothing. No matter how good they are, they're just for show. It's his policies which matter and frankly they stink on just about every level.
