You cannot prove Bush intentionally misled anyone. We can certainly prove Clinton did, by his lies denying the civil rights of Paula Jones. Therein lies the difference. Clinton is surely a liar. Bush, at the very worst, made some statements that turned out not to be accurate after he certified their accuracy for himself.

He didn't just mislead "people". He lied to a US court of law. You'd think a lawyer like you'd be a little more precise.
