Because, the best evidence is, that Oswald (a looney communist wanna be) killed JFK...alone. Because the FBI or Defense Dept (even the CIA), could have ruined any chance of Kennedy getting reelected any time they wanted (or blackmail him into doing anything they wanted). From his hidden MAJOR health problems (and his regular use and need for pain killers), to his infidelities (including the girlfriend of an East German Officer or the girlfriend of a mobster) - this was 1963. Hoover himself squashed a potential Congressional Investigation about the East German woman, by threatening Congressmen about their own private lives, just months before Kennedy was murdered.
