The US has a long history of building up its enemies to justify its policies. My perception of the soviet union in the early 80s was that anyone in the world (with their eyes open) could see they were collapsing under the weight of their own mismanaged economic system - yet they were still being portrayed to americans as on ominous threat...and reagan wasted another trillion or so 'defending' us with more defense spending. (but we all felt so good when we 'won' the cold war, eh?)

in this context, al-quada is just more of the same.
