The responsibility for raising children belongs with (surprise!) the children's parents. Hey what sort of civilized law is this. You folks take the responsibility of bringing the child into this world and then turn the responsibility over to the parents? Then what is wrong with China who dictate to the families when to have children and once born they (the state) take over responsibility of raising them. My foot, you call me a heathen.
