Alan - the only elect Nation known to scripture is Israel.

The gospel age is a healing to all nations -
but not all men within a nation are elect or healed.

Matthew 28:19 Go ye therefore, and teach all nations,
baptizing them in the name of the Father, and of the Son, and of the Holy Ghost:

Some say that since the apostles were only sent to Israel
and Paul alone to the gentiles that "nations" which is the
greek word "ethnos' meant the tribes or nations of Israel only.

I find that a tad difficult to adhere to since apostles other than Paul did in fact witness to gentiles:

Acts 11:1 And the apostles and brethren that were in Judaea
heard that the Gentiles had also received the word of God.
2 And when Peter was come up to Jerusalem, they that were
of the circumcision contended with him,
3 Saying, Thou wentest in to men uncircumcised, and didst
eat with them.

Does the "great commission" as it is called mean that they were
to save individuals out of nations or convert nations to Christ?

I believe that later - I believe they and now we by example
are commissioned to convert nations to Christian government.

Christ heals not just individuals but within the gospel age
nations other than Israel can now serve God in the political realm.

Psalms 33:12 Blessed is the nation whose God is the LORD;
and the people whom he hath chosen for his own inheritance.

In our age - the gospel age - Christ heals all nations.

Acts 17:30 And the times of this ignorance God winked at;
but now commandeth all men every where to repent:

I do not know if I fully understand your question at this
point however Alan or if I am addressing it.
