Once again, the "mammoth Enron-led ripoffs of consumers during the phoney energy crisis", began in the summer of 2000, 9 months before the Bush Administration came into Office. President Bush's nominees to the FERC were not even approved by the Senate or Sworn in till late May of 2001 (a year after the crisis began). The California energy deregulation plan, was written by a man that became Gray Davis' State Director of Finance. And the Plan was approved by a FERC that were all Clinton Appointees.
