Bush did not plan 9-11. He just used it and abused it later to grab the Senate and rush into Iraq, and was AWOL on terrorism prior to 9-11 despite being warned on 8-5. You must be thinking of Doctor Evil. I know Cheney looks like him a bit but that was a movie.

Bush is wrong on plenty of things without making up outrageous conspiracy theories.
