Yes deregulation was instituted under Pete Wilson. But the plan was accepted by a FERC, that were all Clinton Appointees, and a State Senate and Assembly that included, Pat Hayden, the current AG, Lt. Governor, and State Director of Finance. In addition, Governor Davis could have voided the deregulation plan, as early as the Summer of 2000, by declaring a State of Emergency.

The FERC has ordered at least two rounds of reimbursements to the State.
