We would be far better off with low tax rates and NO loopholes because --- however 'well intentioned' the loopholes are --- in the long-run they produce an uneven economic playing field and reduce the potential growth rate by shifting businesses and individuals away from making decisions solely on the economic merits... to making decisions to capture tax advantages (and then lobby for even more favors). In the long-run --- which is where we are now --- it's always a losing game for middle America, who can't afford to grease the politicians like others can.
