Not Clinton. Gore was in congress and was one of forty sponsors of the first bill to commercialize the Arpanet in the early eighties. Clinton was running around Arkansas terrorizing women and cheating on his taxes back then.

The real inventor of the internet credited Gore and one other congressman for being the ones who brought it to fruition. The right-wing lied when they said Gore said he invented the internet. They continue to lie about a lot of things. Because they cannot win any debates on real issues.
