Knowing there's a problem and being hit by 100% of the energy sector at once led by Enron's labyrinthine phantom trade strategy are two different things. It took a long tme for anyone to unravel the mechanations and once they did Bush-Cheney were in power and were cobvering up for ther buddies in Texas. Once Bush got the majority of FERC leaders in place the fix was in. Grey Davis tried to hit back, but as we've seen, he is not a great slugger and was being attacked by then by the Ed Gillespie/Enron/GOP multi-million dollar TV and disinformation campaign - to blame it all on him, the victim. Davis had no idea what hit him until too late and the GOP controlled congress and the White House. Tryng to get Cheney's energy papers was the GAO's attempt to get behind this but Cheney stonewalled.
