Don't forget the entire US and world energy prices were spiked up at the same time. It wasn't just California. Gasoline, natural gas and everything else all went up at the same time in most of the world. Only a few places were immune. This could not have taken place without collusion at the top frm the Petroleum Institute toppers (Cheney one of them) and the Saudis-Kuwaits (owing Bush and Cheney a bg debt from the Gulf War). It was no coincidence that the
energy spikes began after Bush was nominated and ended the week after Jeffords switched parties giving Democrats subpoena powers to investigate.

Also don't forget James Baker was involved at Reliant and Carlyle Group. Together with Enron and Cheney they could have rigged this. They were that powerful. But I'm sure they left little if any evidence of their massive power and money grabbing scheme. Whistle-blowers in that business could also be expected to have their lives threatened a la Karen Silkwood. There were two suicides, one at El Paso Gas and one at Enron, both top offenders. El paso raised NG prices 500% at one point.

The real purpose behind it all was to help Bush-Cheney into office, then use the "energy shortage" as the excuse for massive deregulation of environmental laws and massive new power plant building and oil drilling, all paid for by US tax-payers. The looting had begun. Jeffords was a hero for single-handedly stopping the scheme, at least for the time being.
