Anybody who is an Iraqi citizen living in Iraq should be allowed to vote -- I have no problem with that. But get on with it and stop all the pretense about democracy if you are not prepared to accept the verdict of the people of Iraq. Chalabi is not electable. He will have to be "installed". I say extradite him to Jordan to serve his jail sentence and get on with the elections.
