Was Kerry actually suggesting that Congress -- or whoever "we" were in his mind -- could or would go to the United Nations independently, in opposition to the President and the U.S.'s Ambassador to the U.N.?

Has the U.N. all of a sudden become an arbiter of disputes between different branches of government within a sovereign state?
