LAS VEGAS, Dec 03, 2003 /PRNewswire via COMTEX/ -- Arland D. Dunn, President
and CEO of 21st Century Technologies, Inc. (OTC Bulletin Board: TFCT.OB) said
that he has been in close touch with Perennial Strategy Group, 21st Century's
Washington-based lobbyist firm, in connection with federal funding for the
purchase of ProMag and SeaPatch rare earth permanent magnet powered leak and
rupture sealing devices by First Responders, such as fire departments and
police/rescue units. "Funds for the balance of fiscal year 2004 are the subject
the Omnibus Spending Bill which will be acted on by Congress next week. This
bill covers not only Homeland Security, but other expenditure areas, such as the
Department of Transportation. Our products may very well drop into "channels"
for funding from sources other than Homeland Security, as well as Homeland
Security itself. Perennial Strategy Group will be able to search the Omnibus
Bill for appropriate places for our products. They are optimistic concerning the
results of that search."

Mr. Dunn noted that some previous sales of ProMags have been funded by
appropriations through the Department of Justice. "All of our eggs are not in
one basket," he said. "We expect early and satisfactory results from the efforts
of our excellent representation in D.C. These devices are necessities," said Mr.
Dunn. "We do not know of a single failure when the devices are properly applied.
They are unique, effective and, when compared to other leak and rupture sealing

ramp up production for ProMag and SeaPatch to meet the needs of the public as

has ever been in, with over $2.5 Million in cash on hand."

21st Century is actively seeking funding from the Department of Homeland
Security to create the opportunity for the nation's 31,000 plus fire departments
to purchase ProMage and, where appropriate, SeaPatch leak and rupture sealing
devices to enable these First Responders to be appropriately equipped to handle
HAZMAT discharges and other instances of dangerous, environmentally undesirable
discharges due to leaks and ruptures which may have terrorist origins.

ProMag and SeaPatch are manufactured by Trident Technologies, Inc., a
wholly-owned subsidiary of 21st Century Technologies, Inc. They are in use at
the present time by several railroads, fire departments, chemical and oil
companies and others who deal with the potential of HAZMAT spills and leaks.
