Well, duh!

a UN report has warned a lack of co-operation within the world community was allowing the flow of money, arms and support to al-Qaida to continue.

The report, compiled by a UN Security Council committee, said Iraq had become "particularly accessible to al-Qaida followers anxious to take up the battle against Coalition forces".
