Even Michael Dell has publically stated that the performance of the stock basically blew him away...The issue and the current situation are not the same as they were when the options were the agreed upon means of paying for DELL's employees... Things (I agree wholeheartedly) have changed...And, yet we have the continuing issue (as you state) of attracting good people...So, one who is long on this stock and does forsee DELL becoming a $60 billion...$80 billion...$100 billion company has to be concerned with this issue...And, those of us who have been there for the ride also have to realize that what got DELL where it is today is because of the talent that accumulated because of the "golden handcuffs"...
And, FWIW what is the solution? :o)
How much is enough?

Side note: I'm sure you've heard this before...But, one reporter asked Babe Ruth what he thought about making more than the President of the United States? "I had a better year than he did"....And, let's face it Andrew...DELL has had nothing but great years...

Agreed, but the problem of saying this about options is that when they were granted there is no guarantee that they would end up being worth so much. So when they were granted they were probably the proper amount needed to attract and retain good people.

There are probably plenty of managers in the mid-1990's at Gateway, Packard Bell, Compaq, Wang Computer, Digital Equipment, Novell, Informix and a bunch of other tech companies that received similar option packages to those granted at Dell at that time. Those other company's options probably all expired worthless! All these employees took risky future rewards, and only the Dell guys got the payout. The rest got pink slips.

That's the way it goes!
