It might have been back in the eighties, I don't remember the precise details.

The incident was mentioned in an article that I read which attempted to summarize the Iraqi regime's history with terrorism, and contrast it with other nation's efforts.

The conclusion many seemed to draw, was that Saddam's intelligence forces were not particularly well-trained for terrorism (nor motivated! No suicide bombers among his sicophants... they tried to hire others for the dangerous stuff, but failed in most of their efforts.)

Mostly, he was a threat to Iraqi expatriots whom he considered a danger to his hold on power.
