They give away assets worth billions of $ to Chalabi's friends and they get criticized -- ya, that is unfair criticism.

All the article charged was that some contracts had gone to people with connections, not that there was any kind of a give-away. The article never charged that contracts were going to incompetent people or for excessive amounts, just that there seemed to be some cronyism. Well, what a shock.
