What I cannot understand is what Powell is up to.

Powell is simply putting America's long term interests ahead of Likud's short term interests -- that's why Bush is letting him do it. The Geneva accords coincide with Israel's long term interests too, IMO.

I can understand what the people in Geneva are up to. What I cannot understand is what Powell is up to. And why Bush is letting him do it. The Public utterances between Powell and Sharon yesterday were downright outrageous

I agree 100%. I don't know who Powell is working for, but it isn't George W Bush. What happened to the Road Map? Wasn't that the American plan?

Once the Palestinians demonstrate unequivocally that they are serious about ending terrorism, Sharon will have little alternative but to offer further concessions. Indeed, he's already made clear his willingness to do so. If Carter & Co. are so convinced that it's just a bluff, why don't they try calling him on it?

That's easy - because Jimmy Carter hates Israel and wants to see it destroyed. Everything he says and does points to this one conclusion.

Gotta get the "peace process" jumping, Bill! Powell is, I'm afraid, a "peace process-er". Never mind that we have a perfectly fine "peace process" already, that the Palestinians refuse to follow, the road map. Powell should be putting their feet to the fire instead of chasing after this crap in Geneva.
