If continued irresponsible reproduction threatens society itself, wouldn't it be reasonable to try and cut back on pooping out so many litters?

Well, "overpopulation" is not the issue. We have a lot of trampling of human rights to deal with in these areas. In almost every case it has resulted in starvation due to the unethical allocation of resources.

Overpopulation is not the issue, but overconcentration of certain kinds of people in certain regions is the issue. The world is more than large enough to accommodate humanity.

Even so, we cannot take the rights of innocent human beings because resources grow scarce.
