Along with disbanding the Iraqi Army, and firing 28,000 teachers, I believe this is a mistake.

The American-led administration in Iraq has agreed with leaders of the country's top political parties to create a militia group made up of troops picked in equal numbers by the parties, party officials and members of the Iraqi Governing Council said Wednesday.

It is likely to create mini-warlords, and a feeling that "some are more equal than others". If you want to count, you had better have your own militia by June. But currently, Bush's reelection agenda is "driving the train" in Iraq.
