Story sure has changed since it was picked up at the democrap site. Original story was that as the patrol bank was going by a youth with a weapon had a bead on the boat. Instead of firing, the youth turned around and ran and was cowering behind a building. Loppy jumped off the boat and found the VC hiding behind the building and killed him. It was basically an execution. He was awarded the Silver Star. He should have been courts-martialed.
