TP, That would solve the twin objections that I raised. Cheney would have established both plausible deniability and and compartmentalization with such a move. Then it becomes a question of motive. What would Cheney have had to gain? Imposition of martial law would hardly have been achievable with the act appearing to be merely the impetuosity of a lone madman. And Reagan was already insanely interested in jacking Military-Industrial Complex profits to the moon and beyond.
