I thought NASA R&D efforts were somehow linked with our national defense. It should be, but these Bureaucracies all have their own "Stovepipe" management systems. The reason the Soviets beat us into space is that Eisenhower would not let the Army put up a Satellite. He set up a Navy run "Civilian" operation to do it. They had failure after failure while Von Braun and his crew watched helplessly from Redstone. Von Braun and his Germans put us on the moon. They never had a failure.
