The problem is that in the cases you cite, a causal relationship can be investigated, we are not talking about broadbrush allegations. Sure, pollution is a health hazard at some level. There is no strong case to be made in setting the level of harm, however. (You might have heard the maxim,"the dose makes the poison"). At a certain level, the risk is so minor that it is a matter of political judgment, not medicine, to determine its acceptability.
