The riskiest position for Bush is if he has to stop, change direction, and explain it. Just look at the steel tarrifs. Junior couldn't deal with chaning a policy so they had to have the speechwriters go to work, and then Junior wouldn't even read it, he sent his Scotty out to read it.

Once Junior said "evil doer" he has no choice but to slog on or reaveal to the world the idiot he is. Dick Cheney knows that he only needs to push Junior into taking a first step and then like the compulsive dry drunk he is, Junior will keep going until Cheney grabs him by the shoulders and points him in a different direction. It was not in Cheney's interest to point him in a different direction from Iraq.
