The logical extension of that is destroying places in order to save them - our Vietnam experience seems to have convinced the military that is not a viable strategy, but the occupation/pacfication/democratization dilemma hasn't changed. It's like trying to paint and wash a car at the same time. Each process messes up the other.

I know exactly why so much of this was not planned for. In Washington, one group of people sits around thinking up every possible contingency in the known world and planning for them. On the other side are the dreamers/innovators/movers/shakers/ideologues who come up with the "grand new ideas" and, like economists, simply assume away all problems since the KNOW and BELIEVE that their GRAND NEW IDEA must PREVAIL.

The same script is repeated over and over.
