The acquisition and retention of political support is strategic. Sure, it is "political", in a meaningless way, since there is no crass motive determining the behavior, but the need to have homefront support, in other words, to provide leadership. It was just as "political" for Roosevelt to develop the idea of Lend- Lease, to sustain the allies (while violating neutrality) until he could get public sentiment on the side of intervention......
