I am convinced that Bush is the biggest spending President in our history, including FDR. The justification for FDRs spending was the great depression and WW2. Bush's justification is a mild recession and the war on terror. When you compare these two justifications, you can see there was a much greater emergency facing FDR. Yes, Bush is the greatest spender of all time, bigger spender than either FDR or Reagan.
