Spinney has been a heck of an advocate for the rest of us but he's retired now so there's no one willing to risk his career (Spinney was threatened repeatedly) and fight this bureaucratic nightmare. What's also interesting is that, even if the government has no idea what's being spent where, the defense industry knows where spending is going by geography down to the last dollar. Imagine that. Also, between 2000 and 2002, the CEOs of a number of defense companies have received huge increases in compensation. Imagine that.
