Florida broke Bush's steel resolve.

This really annoys me about Bush. He is such a special interest cash register, I've never seen anything like it. One special interest group wants tariffs, they get them... oh but wait, this conflicts with ANOTHER set of Bush backing special interests! Oh what to do what to do... well who is the bigger contributor? Florida orange growers win!!!

Unfortunately your average citizen isn't much in the way of a special interest and thats where the real votes lie. Big surprise for Bush in 04- Gray Davis went down on this issue also, and the polls underestimated the clobbering.
