It was always my understanding that "People of the Book" referred to Christians, Jews and Muslims. I can't find anything in the Koran which suggests otherwise. See also:

In Islam, People of the Book or ahl al Kitâb are peoples who have, according to the Qur'an, received divine guidance in form of Scripture.

The people of the book are Jews, Christians and Muslims. Sometimes Karaites, Samaritans, Zoroastrians and even Mandaeans are considered people of the Book.

In the translation of the Koran that I have, it states that the "People of the Book" includes Jews, Christians and Sabeans. I have not heard of the Sabeans before. My Muslim friends have always included Jews AND Christians when they refer to the "People of the Book".
