Carter had an engineering degree and was a nuclear engineering office on a submarine in Admiral Rickover's nuclear navy. Try again, President Carter made some poor decisions in office such as banning US participation in the Moscow Olympics and the poorly designed desert attack to free the Iran hostages. But his intellect is an order of magnitude higher than Dubya.

Jimmy Carter was very smart, a Nuclear Engineer. He WAS a lousy president, just one notch above Bush. In his defence, he was sabatoged by Richard Nixon doing to the economy just what Bush is doing now, only on a much smaller scale. Nixonomics led to 20% interest rates and stagflation, but they hit in the Carter years. He didn't deal with it, or the Ayatolla, very well.
