According to Scott Ritter, a former United Nations weapons inspector, it may have been fatally flawed as well.

How the frick can Hersh interview Ritter with no comment, as if he were a credible authority? Even if what he says here is true (it looks sensible), it's like interviewing a witness who has already been found guilty of accepting bribes to commit perjury on another subject.

A new Special Forces group, designated Task Force 121, has been assembled from Army Delta Force members, Navy seals, and C.I.A. paramilitary operatives, with many additional personnel ordered to report by January. Its highest priority is the neutralization of the Baathist insurgents, by capture or assassination.

I do not like it unless extraordinary controls are put in place.
This smells like a Phoenix Program reincarnation. Phoenix did not work.
