It doesn't have to sink in with anyone if Mr. Bush Jr. has a mind to go to war. I don't believe he does, but a made-up provocation, something similar to the WMDs in Iraq, might be just the thing to get him re-elected.

I, however, believe when/after Iraqis begin having a dialogue with each other on how to rule their land, other people in nations like Syria and Saudia Arabia will begin to demand similar features in their political systems, which of course are currently authoritarian. Even now, Saudia Arabia is making moves toward allowing municipal electoral representation. This is wholly a result of events now occuring in Iraq. These other Arab folks via Al Jezeera will see what people representation is and begin saying to themselves that "hey, maybe its better to elect a local official than have King so and so's cousin be our mayor or sherrif or judge.
