It is both a symptom and a cause of further effects. If the north polar ice cap disappears, less sunlight will be reflected back into space.

And there could be a lot more snow in high northern latitudes, due to increase evaporation from the Arctic Ocean. Think of the "lake effect" that causes big snowfalls south of Lake Erie, on a far grander scale.
