If I had full coverage from a gov't policy it could just as easily been the high-priced one, but since I cover the first several $k myself, I looked into it a bit, and found the cheaper alterntives, which were not just as good, but for my situation, better.

Incredible. You need everyone's motivations on the right side of these complex issues. That's why the Swiss single-payer plan works well, and yet keeps things privatized at 1/4 the cost.

Your program sounds like a good interim measure, to give people the incentive to make decisions, yet protects against catastrophe.
